VAT in Cyprus: Registration, Rates & Compliance Essentials for Businesses

Value Added Tax is one of the first obligations any business trading in or through Cyprus must address. While the framework follows the harmonised EU VAT system, local registration thresholds, rates and filing rules have important practical implications.

VAT Rates in Cyprus

  • Standard rate: 19%, applying to most supplies of goods and services;
  • Reduced rate of 9%, covering areas such as accommodation, restaurant and catering services and certain passenger transport;
  • Reduced rate of 5%, applying to items including foodstuffs, pharmaceutical products, books and the acquisition or construction of a primary residence, subject to conditions;
  • Zero rate, for exports and intra-Community supplies of goods to VAT-registered customers.

Who Must Register?

Registration is compulsory once taxable turnover exceeds the domestic threshold of €15,600 in any rolling twelve-month period. Separate thresholds and rules apply for intra-Community acquisitions, distance sales and services received from abroad under the reverse charge. Voluntary registration is available for businesses below the threshold, which is often advantageous where input VAT recovery matters.

Filing & Payment Obligations

VAT returns are generally submitted quarterly through the Tax For All (TFA) portal, with payment due by the tenth day of the second month following the end of the VAT period. Businesses trading with other EU member states may also need to submit VIES (recapitulative) statements and Intrastat declarations.

Common Pitfalls

  • Late registration once the threshold is crossed, triggering penalties and retrospective liability;
  • Misapplying the reverse charge on services received from abroad;
  • Incorrect VAT treatment of holding company activities and mixed supplies;
  • Failure to retain proper documentation supporting zero-rated exports.
