Understanding eID and eSignatures in Cyprus: A Guide for Citizens and Businesses

As part of its digital transformation initiatives, the Government of Cyprus has begun accepting applications for its new national electronic identification system (eID) since January 2025. This system is designed to enhance secure digital access to government services and enable seamless electronic transactions within the European Union.

Legal Background

The eIDAS Regulation (EU No 910/2014), establishes a legal framework for electronic signatures and trust services for electronic transactions across theEuropean Union. This regulation guarantees interoperability, security and legal recognition of electronic transactions among all EU member states.

The introduction of the Cyprus Electronic Identity (eID) system represents a major milestone in the nation’s ongoing digital evolution. With its secure, efficient and EU-compliant framework, the eID empowers both citizens and businesses to embrace digital transformation while ensuring legal and operational reliability.

Applications for eIDs and electronic signatures are submitted through the JCC Trust Portal system in Cyprus, which is a Qualified Trust Service Provider, registered in the European Trusted List. Electronic Signatures comply fully with the eIDAS Regulation and are legally equivalent to handwritten signatures throughout the EU.

What is the Cyprus Electronic Identity (eID)?

The Cyprus Electronic Identity (eID) is a secure digital identity that enables Cypriot citizens to:

  • Access online government services.
  • Sign documents electronically.
  • Perform secure cross-border transactions within the EU.

The eID consists of two key components:

  1. Electronic Identification Certificate
Provides a high level of security when accessing online systems.

  2. Qualified Certificate for Electronic Signatures (QES)
Legally equivalent to handwritten signatures and allows users to sign documents securely with legal validity across the EU.

The eID is valid for three years and can be renewed upon expiry.

Government Support for eID Applications

To encourage digital adoption, the government is subsidizing the issuance of 100,000 eIDs:

  • The first 30,000 eIDs are fully subsidized (free of charge), available on a first-come, first-served basis.
  • The next 70,000 applicants will pay a reduced fee of €15 (standard cost is €50).

Eligibility Requirements

Applicants must meet the following criteria to qualify for a Cypriot eID:

  • Be a Cypriot citizen aged 18 or older.
  • Possess a valid biometric ID card.
  • Own a smartphone capable of biometric authentication.

Benefits of the eID

The Cyprus eID provides multiple benefits:

  1. Secure Online Access: Access a variety of government services through the CY Login system.

  2. Cross-Border Transactions: Fully compliant with the eIDAS Regulation, allowing electronic transactions across all EU member states.

  3. Digital Signatures: Enables legally binding electronic signing of documents.

  4. Streamlined Administrative Processes: Simplifies and reduces paperwork for individuals and businesses.

  5. Integration with Existing Systems: Compatible with systems such as Hippodamos, the Companies Registrar and the Department of Road Transport, with expansion planned.

Scope of Usage

Initially, the eID facilitates access to government services and will extend to other departments including the Companies Registrar and Intellectual Property Office. It currently enables digital signatures for applications such as:

  • Employer and self-employed registration.
  • Benefit applications (paternity, disability, injury, widow’s, social pensions etc.)
  • Insurance credit applications.
  • Redundancy payments.
  • Holiday pay applications.
  • And more.

Qualified Electronic Signatures (QES)

The QES represents the highest level of electronic signature under EU law, offering:

  • Legal equivalence to handwritten signatures across the EU.
  • Assurance that documents have not been altered and confirmation of the signer’s identity.
  • Prevention of denial of signing the document.

QES certificates provided by JCC Payment Systems are valid for 1 to 3 years.
