The Cyprus Non-Dom Regime in 2026: Benefits, Eligibility & the New Extension Option

Cyprus’s non-domiciled (“non-dom”) regime remains one of the most attractive personal tax frameworks in the European Union, and the 2026 tax reform has made it even more compelling for internationally mobile individuals.

What Is Non-Dom Status?

Individuals who become Cyprus tax residents but are not domiciled in Cyprus are exempt from the Special Defence Contribution (SDC) on dividends, interest and rental income. In practice, this means a non-dom resident can receive dividends and interest free of Cyprus tax, subject only to a modest contribution to the national health system.

Who Qualifies?

Broadly, an individual qualifies as non-domiciled if they do not have a Cyprus domicile of origin and have not been a Cyprus tax resident for at least 17 of the previous 20 years. Most foreign nationals relocating to Cyprus qualify immediately upon becoming tax residents.

Tax residency itself can be established under the classic 183-day rule or the popular 60-day rule, provided the individual maintains ties to Cyprus, is not tax resident elsewhere and satisfies the relevant conditions.

What Changed in 2026?

Historically, non-dom status lasted for 17 years, after which individuals became domiciled and fully subject to SDC. Under the 2026 reform, this “cliff edge” has been softened in two ways:

  • The SDC rate on dividends for domiciled residents has been reduced from 17% to 5% for profits earned from 2026 onwards, dramatically lowering post-non-dom exposure.
  • Non-dom status can now be extended beyond 17 years for up to two additional five-year periods, subject to an annual lump-sum arrangement of €250,000 per period.

Why It Matters

Combined with the 50% income tax exemption available to qualifying new residents on employment income for 17 years, no inheritance tax, no wealth tax and no tax on gains from the disposal of securities, the non-dom regime positions Cyprus as a premier destination for entrepreneurs, investors and high-net-worth individuals.
