Non-Dom Tax Status in Cyprus: What Uzbek Individuals Need to Know

Cyprus’s non-domiciled tax regime is among the most favourable in the European Union for individuals whose wealth and income are internationally structured. For Uzbek nationals considering personal relocation — as a wealth planning measure, a lifestyle decision, or as part of a broader business restructuring — the non-dom regime merits close attention.

What Non-Dom Status Provides

A non-domiciled tax resident of Cyprus is exempt from Cyprus Special Defence Contribution (SDC) on: dividend income from Cyprus or foreign sources; interest income from Cyprus or foreign sources; and investment income — regardless of where in the world it arises. The exemption applies for 17 years from the year the individual first establishes Cyprus tax residency. Under the 2026 tax reform, this period can now be extended by two additional five-year blocks at €250,000 per block, giving qualifying individuals up to 27 years of SDC exemption in total — a genuinely significant development for Uzbek HNWIs contemplating long-term relocation.

The 60-Day Rule

An individual qualifies as a Cyprus tax resident under the 60-day rule by satisfying all of the following: spending at least 60 days in Cyprus during the tax year; not being tax resident in any other country; not spending more than 183 days in any single other country during the year; having business interests or employment in Cyprus; and maintaining a permanent home in Cyprus. This allows Cyprus tax residency without requiring the individual to spend the majority of the year on the island — but it requires genuine, demonstrable ties.

How Uzbek Tax Residency Interacts

Acquiring Cyprus tax residency does not automatically end Uzbek tax residency. A clean relocation typically requires demonstrably shifting the individual’s economic and personal centre of gravity: real property in Cyprus, banking and investments repositioned to Cyprus, and progressively reduced ties to Uzbekistan over time.

What Non-Dom Status Does Not Do

Non-dom status does not eliminate Uzbek tax on Uzbekistan-source income. It does not exempt earned employment income from Cyprus income tax (though Cyprus has favourable provisions for foreign-source employment income). And it requires real Cyprus residency, not paper residency. Enalian Consulting works with Uzbek individuals to assess whether a non-dom relocation is appropriate, plan the transition cleanly, and maintain the arrangement in compliance with both Cyprus and Uzbek rules over time.
