How VAT Works for Cyprus Companies Selling Across the EU

Value Added Tax is the most operationally significant tax for any Cyprus company engaged in trade. Managed correctly, the system functions cleanly. Managed poorly, problems compound quickly — overcharged customers, unrecovered input VAT, late filing penalties, and audit exposure.

Cyprus VAT Rates

Cyprus applies a standard VAT rate of 19%, with reduced rates of 9% and 5% for specific categories of goods and services. A zero rate applies to exports of goods outside the EU and qualifying international services. Certain activities are VAT-exempt — financial services, insurance, education, and healthcare — which has different implications for input VAT recovery than zero-rating and requires careful management.

When Registration Is Required

A Cyprus business must register for VAT when its taxable turnover exceeds the registration threshold within any 12-month period. Voluntary registration is often the right choice for businesses making EU intra-community supplies or significant exports — registration enables recovery of input VAT and full participation in the EU VAT framework.

Intra-Community Supplies

A Cyprus VAT-registered business selling goods to a VAT-registered buyer in another EU member state can issue an intra-community supply invoice — zero-rated for Cyprus VAT, with the customer accounting for VAT in their own country through the reverse charge mechanism. Strict conditions apply: a valid customer VAT number, physical movement of goods from Cyprus to the customer’s country, and documentary evidence of that movement retained by the supplier.

What This Means for Uzbek Exporters

Goods imported into Cyprus from Uzbekistan are subject to import VAT, payable at the point of importation. Cyprus offers import VAT deferment arrangements for established importers, allowing the import VAT to be accounted for on the quarterly VAT return rather than paid in cash at the border — significantly improving cash flow for trading businesses. The combination of import VAT deferment on the inbound side and zero-rated intra-community supply treatment on the outbound side makes the Cyprus trading structure genuinely operationally efficient for Uzbek exporters targeting EU markets.

VAT Compliance Calendar

Cyprus VAT returns are filed quarterly. Late filing generates automatic penalties; late payment accrues interest. Enalian Consulting supports Cyprus clients with VAT registration, ongoing compliance, and structuring of cross-border transactions to manage VAT obligations efficiently.
