Employment Law in Cyprus: What Every Employer Needs to Know

Hiring in Cyprus, whether a single employee or a full team, brings a set of statutory obligations that employers must understand from the outset. Cyprus employment law blends domestic legislation with EU directives, offering meaningful protection to employees while remaining business-friendly.
The Employment Contract
Employers must provide employees with written information on the essential terms of employment, including duties, remuneration, working hours and notice periods, in line with the Transparent and Predictable Working Conditions framework. While oral contracts are legally recognised, comprehensive written agreements remain the best protection for both parties.
Working Time, Leave & Pay
- Standard working time is capped at an average of 48 hours per week including overtime;
- Employees are entitled to a minimum of four weeks’ annual leave;
- A national minimum wage applies, alongside sector-specific arrangements in certain industries;
- Maternity, paternity and parental leave rights apply, with benefits paid through the Social Insurance Fund.
Social Insurance & Payroll Obligations
Employers must register with the Social Insurance Services and withhold and remit contributions covering social insurance, the General Healthcare System (GeSY), and related funds, together with PAYE income tax where applicable. Late registration or under-declaration carries penalties and, in serious cases, criminal exposure.
Termination of Employment
Dismissals are regulated by the Termination of Employment Law. After the probationary period, employees may only be dismissed for lawful reasons, such as redundancy, misconduct or unsuitability, following fair procedures and statutory notice. Unlawful dismissal can result in compensation awards through the Industrial Disputes Tribunal, while genuine redundancies are compensated through the Redundancy Fund.
Practical Recommendations
- Put tailored written contracts and staff policies in place before hiring;
- Register promptly with the tax and social insurance authorities;
- Document performance and disciplinary matters carefully;
- Seek advice before terminating employment to manage risk.
