Employing Third-Country Nationals in Cyprus: Work Permits & Employer Obligations

Cyprus’s growing technology, shipping and financial services sectors increasingly draw talent from outside the European Union. Employing third-country nationals is entirely achievable, but it requires navigating the correct permit route and meeting ongoing employer obligations.
The Main Routes
- Companies of Foreign Interests / BCS-registered companies: eligible international companies registered with the Business Facilitation Unit may employ third-country nationals in highly skilled roles with a minimum gross monthly salary threshold, with permits issued for up to three years and family reunification rights;
- General employment permits: for other employers, a labour market test through the Department of Labour is generally required, demonstrating that no suitable Cypriot or EU candidate is available;
- Intra-corporate transfers (ICT): for managers, specialists and trainees transferred within multinational groups under the EU ICT Directive;
- EU Blue Card: available for highly qualified employment, following its implementation in Cyprus.
The Business Facilitation Unit Advantage
For qualifying companies of foreign interests, the Business Facilitation Unit operates as a one-stop shop, streamlining company registration, residence and employment permits. Eligible companies may employ a significant number of third-country nationals as key personnel, provided salary thresholds and supporting documentation, such as university degrees or relevant experience, are in place. Spouses of such employees enjoy access to the labour market.
Employer Obligations
Employers must ensure employees hold valid permits before work commences, register them with Social Insurance, maintain the terms declared in the employment contract submitted with the application, and notify the authorities of terminations. Employing a third-country national without authorisation is a criminal offence carrying substantial fines.
Timing & Renewals
Processing times vary by route, so applications should be planned well before intended start dates. Renewals should be submitted in good time before expiry to preserve lawful status.
