Double Tax Treaties in Cyprus: Protecting Cross-Border Income from Double Taxation

One of the pillars of Cyprus’s success as an international business centre is its extensive network of double tax treaties (DTTs). With agreements in force with more than 65 jurisdictions, including major economies across Europe, the Middle East, Asia and the CIS, Cyprus offers businesses and investors powerful protection against being taxed twice on the same income.
What Do Double Tax Treaties Do?
A DTT allocates taxing rights between two countries. In practice, treaties typically:
- Reduce or eliminate withholding taxes on dividends, interest and royalties paid across borders;
- Determine tax residency where a person or company has links to both states;
- Define when a permanent establishment arises, and therefore when business profits become taxable abroad;
- Provide relief mechanisms, usually through tax credits, where both states retain taxing rights.
Why Cyprus Structures Are So Effective
Cyprus itself levies no withholding tax on dividends, interest or royalties paid to non-residents (subject to limited exceptions for low-tax and blacklisted jurisdictions). Combined with treaty protection on inbound income and the participation exemption on dividends received, a Cyprus company can serve as a highly efficient platform for international investment flows.
Treaties Are Not Automatic
Accessing treaty benefits requires more than incorporation. Tax authorities increasingly scrutinise beneficial ownership and substance, and the OECD’s Multilateral Instrument (MLI) has introduced a principal purpose test into most Cyprus treaties. Structures must have genuine commercial rationale, local decision-making and adequate presence to withstand challenge.
