Cyprus Permanent Residency by Investment: The Fast-Track Route Explained

For non-EU nationals seeking a secure foothold in the European Union, the Cyprus permanent residency by investment programme, under Regulation 6(2) of the Aliens and Immigration Regulations, remains one of the most efficient routes available, with applications typically examined within a few months.

The Investment Requirement

Applicants must make a qualifying investment of at least €300,000 (plus VAT where applicable) in one of the permitted categories:

  • A new residential property purchased from a developer;
  • Other real estate such as offices, shops or hotels (resale permitted);
  • Share capital of a Cyprus company with physical presence and at least five employees in Cyprus;
  • Units in Cyprus collective investment funds (AIF, AIFLNP or RAIF).

Financial & Personal Criteria

Applicants must demonstrate a secure annual income from abroad, currently at least €50,000, increased for a spouse and dependent children, provide a clean criminal record certificate, hold health insurance, and confirm they do not intend to take up employment in Cyprus (holding shares in Cyprus companies and receiving dividends is permitted).

Family Coverage

The permit can extend to the applicant’s spouse and dependent children up to the age of 25 who are students, subject to increased income requirements. Each family member’s status is maintained provided the conditions continue to be met.

Key Obligations After Approval

Permanent residents must visit Cyprus at least once every two years and maintain the qualifying investment. Annual evidence of the investment and income requirements must be submitted, and any disposal of the investment must be accompanied by an approved replacement.

Why Act Through Advisors

File quality drives processing speed. Incomplete evidence of source of funds or defective property documentation are the most common causes of delay. Enalian manages the entire process, from investment selection and due diligence to submission and biometrics, and advises on the tax advantages of relocating, including non-dom status.
