Central Bank of Cyprus Authorisation Process for Payment Institutions

The Central Bank of Cyprus (CBC) is the competent authority responsible for authorising and supervising payment institutions and electronic money institutions in Cyprus. Understanding how it approaches applications helps applicants prepare a stronger, more efficient submission.

Pre-Application Engagement

Many successful applicants begin with informal engagement with the CBC, or at least thorough preparation with experienced local advisers, to understand current regulatory expectations before formally submitting a file, given that supervisory priorities and documentation expectations can evolve over time.

The Application File

A typical application includes a detailed programme of operations, a business plan with three-year financial projections, governance documentation, a description of internal control mechanisms, AML/CFT policies, safeguarding arrangements for client funds, and information on the identity and suitability of shareholders and directors.

Assessment Process

The CBC reviews the application for completeness before conducting a substantive assessment of the firm’s governance, financial soundness, operational capability and compliance framework. As with most regulators, queries and requests for clarification during this stage are normal and should be expected.

Timeframes

PSD2 sets statutory timeframes within which national regulators must decide on a complete application, though in practice the clock for these timeframes typically only starts once the regulator considers the file complete, meaning thorough initial preparation directly affects how quickly a decision is reached.

Post-Authorisation

Once authorised, the firm is added to the CBC’s public register and, from that point, becomes subject to ongoing supervision, including periodic reporting, notification obligations for material changes, and regular engagement with the regulator.
